Overview

The Small-Scale Fisheries (SSF) Impact Bond is the world’s first impact bond focused on the sustainable management of coastal and marine resources, as well as improving the livelihoods and formalization of the fisheries sector. The SSF Impact Bond tests a new blended finance vehicle that can deliver scalable solutions for helping countries deliver their targets for 30x30, a UN-led initiative for governments to designate at least 30% of the world’s land, as well as coastal and marine waters as protected areas by 2030.

The SSF Impact Bond allows funders and investors to link their resources to key outcomes such as coastal marine areas protected, increased fish biomass, and stabilized coral coverage. The SSF Impact Bond accomplishes these outcomes by establishing community-led marine protected areas where local communities establish and enforce their own fishing regulations, leading to increased fish stocks and increased catch over time.


Levoca’s Role

Levoca was hired to conduct the initial feasibility and design study on behalf of Rare. Levoca helped Rare systematize its service model, developed the deal structure and terms, and is supporting Rare in negotiations with investors and outcome funders. Levoca also continues to support all stakeholders with the ongoing management of the contract, including the design of new performance management and reporting mechanisms, as well as advising on operational decisions and course corrections to maximize the financial performance of the contract.


Partners

The SSF Impact Bond is led by Rare, an international nonprofit specialized in behavior change programs to protect the planet. Additional partners will be announced when the first phase of the SSF Impact Bond is formally launched. The feasibility and design study was funded by Pershing Square Foundation.
